That issue is the U.S. Information Agencys proposed regulations regarding flight training programs and the ability of foreign pilot trainees to obtain J visas. Those regulations relate to the practical training component of these programs but if unwisely implemented. they could undermine the entire pilot training program. My specific concern is that they do not sufficiently recognize the need for the student to serve a period of time as a student instructor.
