I rise as a cosponsor of the amendment offered by my good friend from Wyoming. the distinguished minority whip. Senator SIMPSON. I believe this amendment will be of great assistance to the Federal Governments efforts to meet one of its major immigration responsibilities: to effectively and expeditiously deport convicted alien felons. For many regions of the Nation. especially along the Southwest border. the growing presence of alien felons in county jails and State prisons is a severe and costly problem. The State of California alone expends a minimum of 250 million each year to identify. prosecute. incarcerate. and deport alien felons. As my colleagues know. the deportation of convicted aliens the minute theyre released from prison was identified by Congress as a top priority when we enacted the Immigration Act of 1990. We must not retreat from this priority. But simply identifying this problem is not enough.
