If ever there was a role for the United Nations to directly intervene on humanitarian grounds. it is Somalia today. If it can be done in Iraq under the leadership of the Secretary Generals field representative. it can be done in Somalia. A recent letter sent by InterAction. the umbrella organization for Americas voluntary agencies. to James O.C. Jonah. the Under Secretary General currently responsible for the U.N. effort. outlines some very thoughtful recommendations which they hope the Secretary General will consider and implement as soon as possible. I ask that the text of the InterAction letter. as well as a report by Refugees International. be printed later in the RECORD. Mr. President.
