In marking up this bill. the subcommittee and the full committee endeavored to stay within the cap on discretionary spending for function 150the international affairs functionset by the budget agreement. Therefore. increases in one account were offset by corresponding decreases in another account within the bill. with two exceptions. The committee lowered the authorization for foreign military financing in the foreign aid authorization bill in order to increase the authorization for migration and refugee assistance in this bill.
