The committee lowered the authorization for foreign military financing in the foreign aid authorization bill in order to increase the authorization for migration and refugee assistance in this bill. The committee also offset $3.4 million for new academic exchanges by authorizing less than the administrations request for the Arms Control and Disarmament Agency.
