Many LaotianMinnesotans contact me regularly to express their continuing concerns and anxiety about persistent human rights violations in Laos. particularly against the Hmong people. Mr. President. although it is certainly true. as the committee bill states. that significant positive changes are occurring in Laos regarding moves toward liberalizing markets. establishing a system of laws. and cooperating on POW/IIA and drug trafficking matters. I believe it is extremely important for members of the Senate to appreciate that there are still shortcomings in Laos. particularly regarding respect for basic human rights and the treatment of refugees returning from camps on the LaosThailand border. As many of my colleagues will recall. I visited Laos in 1989.
