This authorization provides for full repayment over the next 4 fiscal years of arrearages of U.S. assessed contributions to international organizations. This authorization reflects the committees strong support of the Presidents decision to pay U.S. contribntions as they come due and to rmpay all U.S. arrearages. The third largest spending category. migration and refugee assistance. is authorized at $600 millionan Increase of $110 million over the administrations fiscal year 1992 request. The committee found the administrations request woefully inadequate to meet the enormous and pressing needs of refugees throughout the world. The committee achieved this increase by decreasing the authorization for foreign military financing and for the State Departments building account. The bill also amends the State Department Basic Authorities Act to create a new title dealing with the foreign relations of the U.S. historical series.
