My amendment is a simple one. First. it authorizes nonpartisan election and democracybuilding assistance to Angola for support in developing democratic institutions and supporting such institutions. Second. it also authorizes assistance for the voluntary relocation and resettlement of refugees. the demobilization and retraining of former members of UNITA and the armed forces of the Government of Angola. the provision of emergency medical assistancewith a special emphasis on the medical needs of children. and the provision of other appropriate assistance to implement the Estoril peace accords. Let me remind my colleagues of a few facts about this issue which has been a contentious one in the past. We currently do not recognize the Government of Angola.
