A few days ago. the administration informed the Foreign Ministers of the Baltic States that it intended to extend mostfavorednation status to the Soviet Union based upon the adoption by the Soviet Government of a new emigration law "meeting international standards." Leaving aside the questionable assertion that the law meets International standards of freedom of movement.
