There is no doubt that the Peoples Republic of China has made some strides in the course of the past decade. and we applaud that. This legislation. I think. reflects that by not calling for an immediate ban. But there is also no doubt that there is still a very far way to go. Given Chinas less than enviable track record in a number of areas. such as human rights. trade relations. or immigration. I believe the time has come to put the leaders of the Peoples Republic of China on notice that major changes must be made. I say this as someone who appreciates the improvements that have occurred. but who also says there is a distance yet to be traveled.
