I cannot understand. But let me turn to the statutory standard for granting MFN to a Communit country. That standard is that a country has granted freedom of emigration to its citizens. This provision may be waived if the President determines that waiver will substantially promote the objectives of freedom of emigration. For the prodemocracy movement leaders. for Chinas political prisoners. there is no question that these standards have not been met. Freedom of emigration for leaders of the democracy movement is but the beginning of a litany of wrongs. I must call to the Senates attention the serious charges that have been made regarding Chinas use of slave labor. In the April 29. 1991. edition of Business Week a story entitled "Chinas Ugly Export Secret: Prison Labor" detailed the results of a 6month investigation by the magazine.
