"We are not going to allow mostfavorednation treatment to anybody who does not allow free emigration." The reason for that being that the Soviets refused to allow Jews to emigrate from the Soviet Union. I say all that just as a historical background of what we are debating here and what is involved. and whether or not this mostfavorednation treatment is being applied equally to the other countries of the world. To go ahead with a little personal vignette.
