This Is a welcome and positive development. and one whichwith continued congressional scrutinywill complement the U.N. Secretary Generals good offices mission. Many of us have argued over the years that the solution to this problem lies In Ankara. Though Turkey has yet to be forthcoming on several substantive issues. Including refugees and exchange of territory. it is encouraging that President Ozal has properly stepped forward in dealings with the United Nations. With vigorous encouragement from the United States. along with the flexibility and goodwill to offer a meaningful proposal. Turkey could take the steps necessary for an international meeting to convene at an early date.
