The events of the past 2 years have proven time and again that the Bush administrations policy toward the Chinese dictatorship is a failed policy. Since 1989. Chinese authorities have stepped up persecution of human rights activists. executed hundreds of prodemocracy advocates. jailed thousands of individuals for expressing their political beliefs. increased restrictions on emigration and foreign travel. ignored previous assurances regarding missile sales. and increased barriers to free trade. Unconditional renewal of Chinas MFN status would send a clear message to Beijing hardliners that for the sake of trade with China the United States Government is willing to ignore such brutal practices and flagrant violations of human rights. In light of Beijings continued disregard for human rights and unfair trading practices. imposing conditions on the extension of Chinas MFN status has become the only credible approach by which the United States can hope to change Chinese policies.
