The only way a nation fails to receive mostfavorednation treatment now id if it fails to comply with the socalled JacksonVanik law. What is that? That law requires free emigration practices. Has denial of mostfavorednation status had any effect on those policies in other nations? Well. just let us look at this. I suppose there is no expert in the world who has dealt more with other nations in this particular problem than Henry Kissinger. In his book. "Years of Upheaval." he questions whether JacksonVanik actually had any effect on the Soviet Unions emigration policy. And he concluded that those policies became even more restrictive then they otherwise would have been because of the imposition of JacksonVanik. E 19137 What is being suggested here today under the socalled Mitchell bill is that we will add whatever conditions anyone can dream up. add them to our trade law.
