Every year. this issue was raised in the Senate. and every year the Senate. after considerable debate. took the position that we could not. as a matter of policy. turn mostfavorednation status on and off because of what is going on within a country. That was the policy we took. We took the position that JacksonVanik meant that emigration was the sole condition for mostfavorednation status. and we should not extend that further. Now. it is said in this legislation that mostfavorednation status is revoked or mostfavorednation status is extended so as to accomplish all kinds of extraneous results. Mr.
