Mr. President. I read with great interest a speech delivered by Representative JOE MOAKLEY at the University of Central America in San Salvador. El Salvador on July 1. 1991. As you may recall. I have worked with Representative MOAKLEY for many years on the issue of providing temporary protected status to Salvadoran refugees here in the United States. I have strongly advocated this issue because I believe that we in this country have a responsibility to the victims of a civil war in which the U.S. Government has played a significant role. Representative MOAKLEY and I were finally able to see this legislation passed last year. and I again wish to thank my colleagues for supporting this humanitarian measure.
