Strict rules. which were later found to be racist in some cases. very strict rules and regulations. as to who voted in this precious. emerging democracy. which have been modified to the extent that we now have ballots in 6 or 8 or 10 languages. That discussion is not my purpose. I know about immigration and refugee matters. All I am saying. is that the right to vote is a precious one. and we should do our best to insure that it is not susceptible to fraud or coercion. There are no requirements that a voter must know the Constitution.
