Mr. President. a towering figure in Americas voluntary agencies. who has for over 40 years provided leadership in our Nations proud record of assisting refugees. Mr. Leo Cherne. has recently announced his retirement as chairman of the International Rescue Committee. The loss of his daily service in behalf of the worlds homeless will surely be felt by IRC. but perhaps more by those whom he served for so many years. Leo Cherne joined ICR just after World War II. and became chairman of its board in 1951 and every year since. And in every refugee crisis in every part of the world. he has been in the forefront of humanitarian relief operations. It has been my privilege to know Leo for many years and to have seen the fine work of IRC workers in the fieldfrom Bangladesh to Indochina to Ethiopia. Under his leadership.
