During the same 30year period. our four United StatesMexico border States doubled in population from 19.8 million in 1950 to 41.9 million in 1980. This enormous population growth has created many economic opportunities for residents on both sides of the border. Unfortunately. the growth has also led to an increase in a number of social and familial problems. including the serious problems of crime and illegal drug abuse. Auto theft. illegal immigration. and drug smuggling are among the more publicized crimes occurring along our borders. But more and more frequently. evidence is pointing toward a growth in other crimes. And more and more frequently. these crimes. whether robbery. arson. drug trafficking. or illicit drug use. involve young people. our Nations school children.
