Speaker. the reason for the extension is that when the program began under terms of the 1990 act. it began January 2. There was confusion about the amount of money which would be charged to the applicants. In those days. in January. it was in the several hundred dollar range. There was quite a bit of objection to that. That objection was heeded by Commissioner Gene McNary of the Immigration Service. In May. revised standard and schedule of fees were issued. which were much more acceptable and much more responsible and reasonable. That was a 4month gap. 4month period during which there was this confusion and uncertainty.
