So. the 1985 Compact Act Included a provision which originated In the Interior and Insular Affairs Committeeagain In spite of some objectionswhich requires the executive branch to Identify compact costs to United States Insular areas and authorizes any funds necessary to cover the costs. The administration has not submitted the required Information. but the governments of Guam and the Northern Mariana Islands have identified education. health care. law enforcement. and other costs.
