Mr. Chairman. I urge my colleagues to support the foreign operations appropriations bill for fiscal year 1992. H.R. 2621 addresses. by significantly reordering spending priorities. some of the most critical concerns many of us have concerning the funding of U.S. foreign aid. For starters. foreign military aid is reduced by $1.14 billion compared to fiscal year 1991 appropriations. At the same time. funding is increased for important humanitarian aid programs such as child survival activities. basic education in developing countries. refugee assistance. AIDs Office of Foreign Disaster Assistance. and UNICEF. While I have regularly offered amendments to cut appropriations bills.
