Soviet society has changed dramatically. Glasnost permits all Soviets. including Jews. to express varying points of view and to openly worship in accordance with their religious beliefs. Perestroika for Soviet Jews has translated into an unprecedented number of permissions to emigrate. Over 213.000 Jews emigrated in 1990a figure almost as high as the figure for all of the previous 12 years combined. And on May 20. 1991. the Soviet parliament passed its first law codifying a right of emigration. Though flawed. the law does represent a step in the right direction. Everyone who has fought for the rights of Soviet Jews is thankful for this positive trend.
