The bill also includes $50.3 million for the Coastal Zone Management Program. a vital national program charged with protecting and preserving the treasures of our Nations coastlines. The level of funding provided in the bill will allow NOAA and the coastal States to meet the enhanced responsibilities and obligations called for in last years reauthorization of the Coastal Zone Management Act. which was overwhelmingly supported by Congress. and will help ensure that we continue to preserve and protect our Nations valuable coastal resources. H.R. 2508 also includes $3 million for the Office of Special Council for immigrationrelated unfair employment practices and for grants to communitybased organizations for Outreach Programs. As a result of employer sanctions imposed in the Immigration Reform and Control Act of 1986. a number of employers have adopted discriminatory practices because they fear being penalized under the employer sanctions provision of the law. The funding provided in the bill will provide muchneeded assistance to the victims of discrimination. Mr.
