Coupled with President Salinass domestic economic reforms. a freetrade agreement would bring home Mexican capital stashed in foreign banks and would create opportunities for Mexico to earn its way out of its debt crisis rather than seeking debt forgiveness. Fourth. we must help Mexico succeed In its effort to become a modern country. President Salinas has initiated reforms to replace Its oneparty political system with pluralism and to transform its statedominated economy with free markets. These changes not only will create a better life for the Mexican people but also will reduce Incentives for the poor to emigrate unlawfully to the United States. A freetrade agreement will not be a oneway deal. It serves the Interests of both sides.
