Their proposed solutionoutlawing quotasplaces our Nations smaller firms in an Impossible. catch22 situation: If small business owners adopt quotas. they break the law. If they dont. they face the prospect of damage awards that could lead to bankruptcy. It is a "loselose" proposition for small businesses. And those who support it are jeopardizing the livelihoods of American small business owners and employees.
