Mr. Speaker. I rise in opposition to House Resolution 101. I have studied this question extensively. and I am personally convinced that allowing negotiations on a North American freetrade agreement to proceed on a fasttrack is in the best interest of the United States for reasons of foreign. economic. and immigration policy. Realistically. absent fasttrack. these negotiations are not likely to move forward any time soon. In my judgment. we need to make expeditious progress toward a freetrade agreement. It is past time that we move toward an equal partnership with Mexico. For too long. our relationship with our neighbor has ranged from one of total domination to mutual hostility.
