Session #102 · 1991–93

Speech #1020036991

I believe it would represent a turning point which leaves behind all the negative. antagonistic conflicts that have affected our ties over the past century and a half. I am very concerned. however. that a rejection by the Congress of the Presidents request for fasttrack authority to negotiate this agreement would be viewed as a slap in the face of Mexico. The fallout both in Mexico and in United StatesMexican relations would be severe. negatively affecting the illegal narcotics. illegal immigration. and environmental problems among others. President Salinas has put his countrys future. not to mention his own political future. on the line by instituting major free market economic reforms. including privatization. Unlike In the past. we are now able to consider a freetrade agreement because of these significant economic changes.
