Dole versus United Steelworkers of America. which has effectively removed onethird to onehalf of all agency information requests from OMBs oversight. The bill we are introducing today would make clear that the PRAs public protections apply to all Government sponsored paperwork. eliminating any confusion over socalled thirdparty disclosures caused by the Steelworkers decision. To give a few examples. such socalled thirdparty information collections would include 19 immigration forms and W4 tax forms. which have been nightmares for employers in the past. Our bill reaffirms the fundamental purpose of the 1980 Paperwork Reduction Act: to minimize the burden of Federal paperwork on small businesses. educational and nonprofit institutions. and the public. in general. Further. it provides a 5year authorization for appropriations for OIRA.
