Mr. Speaker. today we present to our colleagues the conference agreement on H.R. 2251. which provides aid to people who have become refugees or displaced persons. in and around Iraq. The need for this comes about because of the invasion of Kuwait and resulting war. In this agreement. as in the House bill. we provide for this assistance to come from contributions. and/or interest on those contributions. made by foreign governments to support the effort to free Kuwait. Mr. Speaker. these funds were requested by the President on April 25.
