Mr. Speaker. I ask unanimous consent that it shall be in order at any time today. or any day thereafter. notwithstanding section 302(f) of the Congressional Budget Act. to consider the conference report and amendments in disagreement. and motions to dispose of amendments in disagreement. on the bill making dire emergency supplemental appropriations from contributions of foreign governments and/or interest for humanitarian assistance to refugees and displaced persons in and around Iraq as a result of the recent invasion of Kuwait and for peacekeeping activities. and for other urgent needs for the fiscal year ending September 30. 1991. and for other purposes. and that the conference report and the Senate amendments be considered as read when called up for consideration.
