Mr. Speaker. if my friend will let me reclaim my time for just a moment. the gentleman mentioned the issue of handout which is something that has been of concern to many of us in this House who have constantly seen this cradle to the grave welfare concept perpetuated. and that has gotten us into a position where we have a problem which were discussing not too long ago about this $3.2 trillion national debt. the cost of which is being passed on to future generations. My friend who shares representation in Los Angeles County with me knows that in Los Angeles County last year we expended $720 million in taxpayer dollars on services for illegal immigrants in the areas of social services. health care. criminal justice. a wide range of other cases. and that cost is something which is very great. We want to help the people of the United States. We also want to help the people of Mexico.
