that these two amendments will be incorporated into the foreign aid bill. I appreciate the chairmens willingness to accommodate these two timely amendments. which will greatly expand the ability of the United Nations to deliver food and humanitarian aid in emergency situations. My recent trip to the Kurdish refugee camps on the TurkeyIraq border clearly Illustrated some of the problems of the international systems response to disasters. The United Nations is unable to respond quickly and effectively to disasters for two reasonsone is political and the other is bureaucratic. My first amendment. calling for a U.N. Convention on the Right to Food. would address the political problem by giving the United Nations greater legal authority to provide food to atrisk populations in countries block relief for political purposes.
