Mr. Chairman. that event has now come to pass. So we are devoting a portion. not an enormous portion. but oneeighth of this money essentially is going to make good on the commitments that this Congress made when all of us passed the resolutions and signed the letters and did all of the things that we did in order to bring to pass the day when the Jews would be able to emigrate from the Soviet Union. Mr. Chairman. for us to now go back on that commitment. by adopting this amendment. it seems to me would be a sorry day Indeed for this Congress.
