This has been promised for a long period of time. It has been held out as the new approach toward emigration by the Soviet Union. Yet. Mr. Gorbachev. who seems to have total control of the Supreme Soviet. when it really comes down to getting authority for his policies. cannot or will not permit this to go through for reasons they say might cost some money.
