We have reached another one of those debates about that fundamental difference as to how we view the United States and its position as a nationstate on this planet. and how we should respond in terms of the specific issues of public policy. That question of the United States standard of conduct has been institutionalized. among other ways. in the JacksonVanik amendments of the 1970s. That amendment said thatas it related to the United States economic relations with the Soviet Unionthey would be predicated upon the Soviet Union making certain basic changes in its human rights policies. with a central issue being the right of Soviet citizens to emigrate. As the Senator from New Jersey haa indicated. the President. In an act that I consider to be illadvised. waived JacksonVanik last year in order to allow for a $1 billion extension of credits to the Soviet Union.
