Armed Forces are the only agency capable of rising to the challenge. We believe that even more needs to be done. taking advantage of this moment when our presence in the Middle East has never been stronger. Mr. Speaker. therefore. in addition to the steps I have outlined. I urge. One. that we continue and expand the scope of humanitarian aid to the Iraqi Kurdish refugees. both inside and outside of Iraq. and enlist the aid of the United Nations in that effort. Two. direct the U.S. Armed Forces to expand and vigorously enforce the prohibition against Iraqi military operations north of the 36th parallel. and through all of Iraqi Kurdistan.
