This is a 21percent increase. or $1 billion over the fiscal year 1991 appropriation. But I will discuss shortly why this apparent large increase represents a funding level at or below the inflation rate in the operations of our foreign affairs agencies. Furthermore. while the bill comes in $110 million above the administrations request. that increase is primarily in the area of refugee funding. which will be fully offset within the foreign aid process. which is where this function is appropriated. The major part of the increase in the administrations request. $425 million. is for 4 years worth of arrearage payments to international organizations. Although all arrearage funds would be authorized for fiscal year 1992. a provision in this bill prevents more than onequarter of that amount from being provided in any one fiscal year.
