Mr. Speaker. I rise today to express my reluctant opposition to H.R. 2251. the supplemental appropriations for Iraqi refugees. I am very sympathetic to the plight of the Kurds and all those who have been displaced due to the recent Persian Gulf war. I am not opposed to helping them. However. In this era of a spiraling national deficit and shrinking Federal resources. I cannot In good conscience support this $572 million foreign aid bill. While I do not advocate that we adopt a purely isolationist policy. we must ensure that the needs of all Americans are met first. In 1990. there were 25.000 cases of mostly preventable measles reported.
