Mr. Speaker. I yield myself such time as I may consume. Mr. Speaker. I rise in support of this supplemental appropriations bill. It provides urgently needed funding of our relief efforts by the Departments of State and Defense for the Kurds and other refugees in Iraq. It also replenishes the State and Agency for International Development programs that are likely to be needed in other troubled areas like Sudan and Bangladesh. Mr. Speaker. the distinguished chairman of the committee has explained the provisions of this bill. so I will just make a few points in that regard. In total. the bill provides $572 million. all of it paid for either out of the special funds put together to pay for Operation Desert Storm out of rescissions of other 1991 appropriations.
