Mr. Speaker. I yield myself such time as I may consume. Mr. Speaker. we present to our colleagues H.R. 2251. which provides aid to people who have become refugees or displaced persons in and around Iraq. This comes about because of the invasion of Kuwait and the resulting war. In this bill. we provide for this assistance to come from contributions. and/ or interest on those contributions. made by foreign governments to support the effort to free Kuwait. Mr. Speaker. these funds were requested by the President on April 25. Action taken by the affected appropriation subcommittees last week is reflected in this bill.
