The second part of the bill will add a new flexibility to the Marshals Witness Protection Program Involving potential alien witnesses who could help us convict terrorists. drug traftickers and money launderers. Foreign witnesses who have knowledge of crucial events involving major criminal activities are often fearful for their lives if they testify in U.S. courts and then have to return to their homelands. Under current immigration law. foreign witnesses can be paroled into the United States to testify. and. while on parole can continue In the United States as long as a reasonable danger to their lives remains. However. the witnesses and their families do not have permanent immigration status. Many witnesses who presently will not testify would be willing to testify if they could be guaranteed permanent status in the United States. In addition. permanent resident status confers benefits that would enable prospective witnesses to live more normal lives.
