We need to encourage the relief efforts to concentrate in this previously forgotten area. However. of dire importance Is a lasting political solution In the area. The Kurdish and Shiie refugees in the region will not feel secure. and have no reason to feel secure until the threat of Saddam Hussein has been removed or extinguished. The international community needs to provide these people with a set of guarantees that will assure them of their continued safety and stability. As we encourage settlement of the political situation in the Palestinian/Israeli question let us also take up the instability of Iraq. Again. I commend the efforts of Chairman FASCELL and the Foreign Affairs Committee to aid the Iraqi refugees. It is important that this Congress take the lead and initiative to help those who are In such dire need. I urge my fellow members to support this vital measure.
