Mr. Speaker. I rise to express my strong support for H.R. 2122. a bill authorizing emergency humanitarian assistance for fiscal year 1991 for Iraqi refugees and other persons in and around Iraq who are displaced as a result of the Persian Gulf conflict. I commend the gentleman from California . the distinguished chairman of our Foreign Affairs Committee the gentleman from Florida . the distinguished ranking Republican member the gentleman from Michigan . and the chairman of our Subcommittee on Europe and the Middle East. the gentleman from Indiana for their outstanding. expeditious work on this critically needed and important measure. Mr. Speaker. this measure comes at a time when. over 1 million Kurdish refugees are seeking safe haven from the barbarity of Saddam Husseins forces in Iraq. Many of the encampments created by our allied forces are lacking in even the most rudimentary sanitary provisions: no latrines. no camp registration. and no proper medical personnel or supplies to care for the wounded. This measure will provide up to $150 million for international disaster assistance and up to $200 million for migration and refugee assistance. In addition. a number of other provisions have been made for additional funding from a variety of other sources. It is also necessary for us to remember that there are 12.000 Assyrian Christians. as well as other minorities such as Chaldeans and Turkomans. who also continue to suffer from Saddam Husseins brutal and vicious tactics. It is my sincere hope that this measure will be a step toward ameliorating the living conditions of all of these refugees. According. Mr.
