As we leave southern Iraq. we must be prepared to respond quickly to any reports of atrocities committed in our absence. If we leave northern Iraq. the threat of air strikes against any armored movements against civilians must remain. An umbrella of American air power must exist over Iraq as protection against the slaughter of innocent lives. It is not an easy task. it comes with some risk. But it is an obligation we must undertake if we are to remain true to the principles which moved us to take arms against Saddams forces in Kuwait. Humanitarian aid for Kurdish and Shiite refugees. Military protection of their lives against Iraqi army aggression. Continued control of Iraqi airspace.
