In West Africa. the recent incursion by Charles Taylor into Sierra Leone illustrates the negative consequences of not working harder to end the Liberian conflict. In the same way. the Somalia civil war could very well spill over into the neighboring states. including Djibouti. an important United States ally. Mr. President. in this year of the tragic refugee problems in the Middle East and the devastating famines in much of the rest of Africa. world humanitarian resources and world compassion have been stretched to the limit. Unless we are inundated with images of starving children on our television screens. we forget the tragic suffering which continues in much of the world. Somalia has been forgotten.
