The fact is that a prosperous Mexico. engaging more in trade and investment and jobs with the United States. is going to be able to deal with the poverty problems. with the environmental problems. with the wage disparity problems. with the immigration problem which we are all so concerned with. A prosperous Mexico will be able to deal with these problems when they have more capital and more jobs. The freetrade agreement with Mexico will reduce immigration to the United States. We passed an immigration bill in 1986. and it has not entirely done the job. But if we create jobs at the border and in Mexico. there will be less incentive for those undocumented workers to come to this country and take jobs away from Americans. The United StatesMexico freetrade agreement is enormously popular among Hispanics in this country. the fastest growing minority in the United States. in California. Texas.
