Earlier this year. I had the opportunity to observe Star Schools technology firsthand by visiting with French classes in several Illinois towns simultaneously. This legislation will allow us to increase the number of people who have access to Star Schools. It would become available to disabled and homebound children. illiterate adults. hospitalbound or institutionalized adults. limited English proficient individuals. including immigrants. the incarcerated. and the elderly. Under this reauthorization proposal. Star Schools funds could also be used to make programs accessible to individuals with disabilities through closedcaptioning. and to provide teacher training to Head Start and other early childhood development teachers.
