Further. sections 107 and 108 of the Supplemental Appropriations Act require certain reports concerning the equipment which was captured from the Iraqis by the coalition forces. and concerning the administrations plans for returning our forces or keeping any of our forces in place in the region. These reports are needed to ensure that the United States takes no action to rearm the region without the development of an explicit consensus within the Congress. The President has made it clear that he intends to withdraw our forces as expeditiously as possible. and I certainly applaud that action. At the same time. I also support his use of our Armed Forces to help bring relief to the Kurdish refugees on the IraqiTurkish border. Their plight is horrendous and the United States cannot turn its back on this human tragedy. With the exception of such relief efforts.
