We should destroy Iraqi helicopters. warplanes. and artillery when used against civilians. We should arm and finance what remains of the resistance against Saddam Hussein. Building on the belated efforts of recent days. we should expand our relief efforts to feed. clothe. and shelter the vast refugee populations fleeing oppression. We should work through the United Nations to create safe havens for refugees inside Iraq. We should move quickly to provide American troops to protect the Kurds in northern Iraq. and we should not remove our remaining troops from southern Iraq at this time. for that would allow Saddarn to slaughter the Shiite refugees we left behind. even as he has slaughtered the Kurds. I am not advocating solely unilateral action by the United States. I am not advocating that we march on Baghdad and impose a government on the people of Iraq.
